How can you tell if the damper control is not working

The refrigerator was very noisy when the compressor was on. Also the refrigerator portion was way too cold.
Just remove the cover on the damper control. Remove two phillips screws. Pull out the Styrofoam protection and unplug the wires to the control assembly. Unclip the control assembly and insert the new one. Plug the wires back together and reassemble the rest.
